Reference importing is done when Refas starts up. It scans the imports folder and adds any references it finds there to your database of references. If someone sends you a reference (by email for instance) simply place it in the imports directory and Refas will import it next time it starts.

The imports directory can be found directly under directory that you installed Refas into. For instance if you installed Refas into "c:\foo\bar\refas" then the imports directory will be at "c:\foo\bar\refas\imports".
